In some countries like Finland or Sweden, it's not allowed for their national kennels to register and sell doberman puppies without tails and cropped ears but that doesn't mean it's not allowed to own and use such kind of dogs in those countries. The fact is: any kennel and citizen of such contries can buy abroad, import and own doberman puppies without tails and cropped ears. Such kind of dog can be registered in national kennel clubs of that countries without any restrictions, can be trained for IPO1, IPO2 and IPO3 and can be used as working dog without any restrictions, also they can participate at international dog shows right on the territory of those countries, and also can be used for breeding. In fact, there is only one difference between those dogs - dobermans without tails and cropped ears can't be champion of Finland or Sweden - but only the world champion. Of course 95% peoples buy doberman for kids, to guard thier own property and are not intrested in dog shows at all.
